First of all, it takes a while for the search engine to 'find' your
website. Used to take a few weeks, but is probably faster now.
Google takes several approaches of listing websites. One of the
criterias is the amount of links targeting your website, meaning, if
there are several websites which have a link to your site, your chances
of being in the first few places is bigger. Also there are website which
are considered more important by Google than other website and a link on
these website weigh more than other sites. It also searches the content
of your site and uses not only the meta tags.
I would suggest just to wait a few weeks and if it's not better, you can
always try and register your site at some forums and directories.
And no, the URL should be fine as is. If you want to change the HTML, I
recommend to use tables instead of frames - if you want to use frames
anyhow, I suggest to add a body text. This text may be displayed by the
search engines.
