Not sure about NGOs but in general there are plenty of opportunities in Switzerland for native English speakers. Your girlfriend may want to look for roles such as 'writer', 'documentation specialist', which can be found in most larger, multinational corporations which prepare documents in English. If interested, I can provide you with some contacts in the Swiss-German speaking part.
