Buying a car for a short term visitor stay

We have a Swiss visitor for three months who is 21 and cannot rent a car
(rental company restrictions) while here but would like to buy one for the
duration of the stay and then sell it again.

Can anyone with experience with paperwork, insurance, registration issues
for a non-resident with a visitor visa help?
