No, it is also available to spouses of H1-B holders. Once you reach the
third stage (adjustment of status) and you filled the I-485 paperwork, it
takes 60 WORKING days to get it (from INS reception date).

Be careful about the EAD:

my understanding is that it is only available to the spouses of holders of
Visa L1 and E (NOT H1B)...

Check with your favorite immigration lawyer for confirmation...
