The two year home residency requirement is quite common.
The waiver is straight forward and I did not have a problem to get one.
Once you have one your status needs also to be updated by INS in the US.
I know of a scholar from Germany who received a waiver but INS did not
accept it.
On the other side I did not have any problems.
What I heard is that if you want to obtain a visa again after your two year
home residency you actually need to show that you spent two years in your
home country (not Asia or Africa).
