I had the same problem a few years ago (in California). The DMV requires a
proof of status to get your license renewed. Since my H-1B was being renewed,
I was allowed to stay in the country, but the date on my I-94 was expired,
which meant that I did not have a valid proof of status as far as the DMV was
concerned.
The woman at the DMV told me that, well, I just had to take public
transportation (that's a good one!). I did not have a choice but to drive
anyway, hoping for the best with my Swiss license if anything happened before
I got my new visa.
