I confirm what the list manager says, also from personal
experience: it's the total number of years that count.
Actually they count the years you spent outside of Switzerland
even if you were not a swiss citizen at that time, as
was the case for me: I was born in Croatia (former Yougoslavia
at that time) and moved to Switzerland when I was 2 years
old, and I got the swiss citizenship only some 10 years
later. When I was in the US as a postdoc, I had to pay
military taxes only for my first year in the US, because
they counted those first 2 years spent outside of
Switzerland. And now I am abroad again (back in Croatia)
and I don't have to pay the military tax any more.
At least that's the way the military office in Geneva
goes about it.
