I apologize to those this is irrelevant. Materials from two sources are
included.

"The Justice Department announced Monday that it intends to use criminal

penalties against immigrants and foreign visitors who fail to notify the

government of a change of address within 10 days." All nonimmigrants and

permanent residents are required to submit notification of a change of
address to the INS Headquarters within 10 days. Failure to report this
information is punishable by fine or imprisonment and/or deportation.
The
requirement to notify the INS of a change of address has long been in
effect,
but up to now, has rarely been enforced. If you have recently changed
your address, and have not notified the INS, please do so immediately.
You may
download a change of address form from the INS website at:
http://www.ins.usdoj.gov/graphics/formsfee/forms/ar-11.htm You should
retain a
copy of this submission for your records and send the form via
certified mail or a service such as Federal Express. We recommend using
FedEx so
that you have confirmation of the receipt. You and/or your
family members are solely responsible for providing this notification to
the
INS.

The INS has announced that it plans "to enforce the regulation after a
60-day
comment period. It affects all legal permanent residents - at least
11 million people, according to an INS spokeswoman - and visitors and
students
who stay in the United States more than 30 days." Most
immigration counsel generally feel it is unlikely that there would be
any
penalty for failure to comply with the regulation, however, we are
advising
all our foreign nationals to comply as it could potentially be more
harmful not
to. For example, if you are stopped for a traffic violation, and are
subsequently questioned about whether or not you have complied with
informing
INS of your current address there may be a potential problem..
As the newspaper article states, the INS is going to be absolutely
inundated
with all this data being sent in by the foreign national community and
they really are not equipped to handle it. It would be next to
impossible for
them to match up old information with new information. Regardless of
this, compliance is best.

This morning's Santa Barbara News Press carried an article about the
government
wanting to now enforce a law that has been on the books for
some time but not recently enforced. This is the requirement that
immigrants and
non-immigrants report their change of address within 10 days of
such change on the INS form AR-11. We have had calls and emails about
the form.
Most people want to know what their "A number" is.
Non-imiigrants do no have an "A number" and should leave that space
blank. Only
immigrants have an A number. In the section on the date their
stay in the U.S. expires, people should write D/S and, in parentheses,
write the
expiration date on their I-20 or IAP-66 form. In case people want
to get a copy of the AR-11, they can download it from the INS web site
at
http://www.ins.usdoj.gov/graphics/formsfee/forms/index.htm
