The website http://10-10PhoneRates.com/ offers good info about the cost of
the various dial up services to Switzerland, but not about the quality.
I've had some problems with the 1016868 service. When asked about this, the
editor of the site provided the following info which I thought might be
useful for some of you:

I get very little feedback from people about the quality of calls. However,
historically there have been more reports of quality problems with 101-6868
than others over the last 3 years. (usually on calls to Asia or Eastern
Europe). The plan I'm most certain will have good quality to Europe AND a
low rate, is Everdial. Their calls are routed over the MCI-WorldCom
network, which is great for quality.
If you are calling someone who will receive the call on a mobile phone in
Switzerland, they do charge a higher rate to complete those calls-- as noted
on my site. Another plan that charges a little more to land-line phones, but
does not charge extra to mobile is 10-10-811. There quality is likely to be
better than 101-6868, but things can change fast in this industry!
