According to my (limited) understanding, you are exempted from paying
taxes if your income can be declared/classified as "scholarship" (even
if the source is US).
It *used* to be the case, that *teachers* (i.e., visiting professors)
on a J1 visa were exempted from taxes during the first two years.
This is no longer the case. The treaty was modified as of Jan 1st 1998.
Further, if you have been a visitor in the US for less than 180 (or
183?) days during a fiscal year, you are considered as a non-resident
alien and qualify for tax exemption.
