Ok, just got a call from my CPA, and he talked with the IRS. Here
it goes:
High education teachers, members of a public research institute,
researchers for the government, etc (as long as it isn't a private
institute) may apply for a tax return when they return to their
country and they have been in the US less than two years. They should
"preferably" be holder of a J1 visa. Check with a CPA or directly
with the IRS if you aren't sure whether this is applicable to you or
not. Different countries have different policies too.
