My guess is the issue is "machine-readable" passport. Since so many countries complained that it would be impossible to comply to
the USA's short deadline, the deadline for requiring machine-readable passports for entry in the USA has been postponed until Oct.
24, 2004. Somehow Belgium isn't on that list and they require those new passports already now as far as I understood.

needing a temporary visa to come to the US if you had
the old passport starting 1/1/2004.
Although they checked into it and they have the
