The logic is the following:

If you are a J-1 holder you may be so badly paid that you could not support
your family (and they may starve to death ;-). Thus, the US government
graciously allows your spouse to cover her living expenses and eventually
the children's one (if they are any). BUT NOT YOURS!! This is a condition
of the authorization to work for a J-2 dependent. If you are an H-1, you are
a SKILLED worker, and, of course, lavishly paid. Consequently, you can
support an important number of relatives, and there is no reason to allow
them to work.

I may sound a little ironic, but I am convinced this is the reasoning.
