Procedure with waiver from embassy worked for me as well.
I just want to add, that if you have money from a US government
source, make sure you check with your visa sponsor for requirements
of a waiver of the 2 year rule as well. They will be asked by USIA
and have to give an opinion. In my case the National Research Council
as the sponsor of my J-1 visa wanted to see a job offer. Otherwise
they might have given negative answer to USIA.
