To avoid the 2-years home requirement clause on the J-1 visa, you would need
to avoid being on a fellowship from your home government (Switzerland) or
your host government (USA). So forget about getting a Swiss National
Foundation Fellowship or a Fullbright (they are really bad to get out), OK
are privately financed fellowships such as Novartis, Hoff-Roche, any private
American University.
I myself have gotten a waiver of the two year home requirement rule, in
1998, and it took me only 6 weeks total. I was very lucky! A friend of mine
just did it this year and the process is slightly changed. You have to
request the application form, no longer from the Swiss Embassy, but from the
USIA (US-Information Agency). Then you have to submit everything to the
Swiss Embassy, which after giving you the OK will send the application back
to the USIA, which after blessing it, will recommend it to the INS. From
there you will get the final clearance.
It does speed up the process if your employer writes a letter for you
stating that you are this fabulous and uniquely talented person, absolutely
necessary to speed up research or economy in the US.
