Only if it is a stipend by some founding organisation. If it is a true
salary paid by the university, he will have to pay income taxes (which
should not be too high for $35k). OTOH, in the later case, one normally gets
benefits such as 401k or health insurance whereas with a stipend one has to
look out and pay for insurance oneself.

Unless it has changed within the last two years, a J2 work authorization has
no limitation in h/week or where one can work. The only limitations that I
am aware of (and my wife was working on a J2):
- Not the supporting income (but it can be more than what the J1 holder
gets)
- The authorization stops when the J1 elapses or is changed.

The cheapest (especially if you stay only for 2 years) is to not ship
anything but sell off in Switzerland what you don't want to place in your
parent's basement :-) and use the money to go shopping at Goodwill/Salvation
Army stores and garage sales. Before you leave, you can have another garage
sale where you can sell the stuff again.
