Along the same lines:
Has anybody done the 'attorney certified consular process' with the US
consulate in Berne? This process goes directly to the consulate, despite an
I-140 was filed for the 485 process. Through my visa attorney we asked Berne
in January 2000 about this possibility, the response was negative (they said
they would allow a attorney certified consular process only in emergencies).
