For outbound telephone calls to regular telephones (rather than PC-to-PC
calls, I would recommend trying voipbuster at http://www.voipbuster.com.
After making a € 10 deposit, you can make unlimited calls to phone numbers
in Switzerland (excluding "premium" numbers such as mobile phones, etc).

If you prefer to use a telephone rather than calling from your PC, you could
try Lingo's service. I use their $19.95/mo plan for making unlimited calls
to Switzerland.

Lingo's customer service has been substandard, but the service works
reasonably well.
