I don't have any experience in NY (but I got a driver's licence
a year or so ago in MA as a J1), but it looks to me that
"resident of NYS" applies independent of what visa type you have.
For example, http://www.nydmv.state.ny.us/resident.htm says
that if you live in an appartment for 90 days, this is considered
"presumptive evidence".

Overall, my experience is that in the US, terms like "resident"
and "permanent resident" always have to be understood in terms
of the specific topic or law at hand. For example, you may be
a "permanent resident" for tax purposes but not for visa purposes,
and so on. [disclaimer: I'm not a lawyer]
