Hi Urs,

I have never tried applying, based on the experience from other
foreigners. Depending on your status in the US, you may not need to
apply for a NYS driving license: The DMV website
(http://www.nydmv.state.ny.us/license.htm#driversfromothernations)
says that "unless you become a resident of NYS, you need not apply for a
NYS driver license". So, in practice, J1 holders have very little
chance, esp. after Sep 11 changes. However, if you become a H1 alien, it
may be easier to apply and get the NYS license.
