Thanks. I copy the swiss list, since this is an important "result".
Although I decided to go for the waiver (to save time if the AO would have
been negative, and waivers for Swiss are *generally* easy to get), this
could motivate others to do the AO first.

For those Swiss listers with official contacts, it should be one priority
to discuss in order to have the Swiss government clarify what a Swiss NSF
fellowship is and encourage the US government/embassy in Bern not to apply
the 2-yr home rule.
