swiss-list: Going from H1 to marriage

Dear All,
 
A friend of mine who works in California on an H1 visa wants to quit her
current job and then get married to a US-citizen. She is now wondering,
if from a legal/visa point of view she should first get married and then
quit her job, or if it is possible to quit first, stay in the country
and use her "unemployed" free time to get everything ready for the
wedding. (She sais that she has checked out the INS website but it looks
to her like this H1 to marriage situation is somewhat of an "undefined
gray area").
 
I would appreciate your feedback / experiences on this subject.
