swiss-list: USA car insurance on Van with Swiss license plates

My folks shipped their car from Zurich to the US and
can't get car insurance since the car is not
registered in the US. They can't register the car
because it doesn't meet DOT regulations eventhough it
meets DMV standards.
So- my otherwise law abiding parents are driving
around without insurance. Any ideas?
