Hi everybody,
Has any non-resident alien (postdoc, J1 visum) ever tried to avoid
paying federal tax based on the Swiss-American tax treaty (TIAS,
Article 20) which seems to exempt income as student or trainee (IRS
publication 515, p. 44)? Does this work? the taxes were withheld on a
supplement payed by the employer to make up the difference from a SNF
fellowship to NIH level salary. Would there be risks involved?
