I checked with the blood donor center at UCSF, and their rules are the same
as Stanford's, i.e. only people who spent time in the UK are deferred. Those
who spent time in CH are okay.
UCSF blood center home page is

Subject: swiss-list: Blood Donations in SF Bay Area

After reading in todays San Jose Mercury News about the blood shortage,
I was wondering whether they would accept donations from Europeans now.
That's what I found out:
Blood Centers of the Pacific and the American Red Cross do not accept
donations from anyone who had been in Europe after 1980 for more than 6
months.
But Stanford Blood Center accepts donations from indiviudals who have
been in Europe after 1980 for more than 6 months except if they have
been in England, Scottland or Ireland for more than 3 months. Their
phone number would be (650) 723-7831.
