A clarification: I don't know how the process is done now (for departure
post 1995). Based on the information below from Louis Perrochon, you pay
up front when you leave, which seems to be a good thing to do, since it
is easy and doesn't require you to do anything when you get back (except
I guess if you get back early).

So, it seems to indicate that my information may only be relevant to
people who left between 1992 and 1995.
